What merchant(s) do you sell the wands to buy them back with 50 charges? And, how long do you need to wait to buy them back?

As far as I know, you can sell and buy them back with any merchant. They should be fully recharged. The Wand of Ice (I don't know the exact name) allows 100 charges. In fact, you can also steal them back which is way much cheaper.
