say i have a lv. 14 mage and i dual into a fighter, when i get to lv. 14 with the fighter skill will i get back my mage skills and continue to grow in them?

You will get the mage skills back at level 15, but you will not continue to grow in them. Just a little advice - you'll probably find it better to start as a fighter and then dual to a mage, rather than vice versa. This will result in greater hit points, hence greater survivability. Yep, I have to cast my vote with Desuma. If you want to dual a mage to fighter or vice-versa, it is better to start out as one of the fighter kits and dual to a mage later. One of the most popular is to start as a Kensai. And since a Mage can't wear armor, neither can a Kensai, but he gets fantastic THACO, and AC bonuses as well as great hit points. Just make sure that you give your fighter a good intelligence roll when you create him/her.
