Ask yourself the following: Did you ever kill a commoner by mistake? Did you attempt to pick pocket from a shop owner? Think back because you did some kind of action that set these gurds against you. The problem is that they'll keep coming and you'll keep losing rep points. Do you have an earlier save? That may be your only answer.

Attack the guards when they attack you, but u might just reload the game and dont attack them or the civilian that are just walking on the streets. Trad.: naum ataca us cara e naum ataca us civil, soh isso.

If you get your rep above 4 (5 or more) the amnish guards and cowled enforcers will no longer attack you. If your rep is at 1 currently, then it would cost you 1500+1500+1200+1000, for a total of 5200 gold.
Conversely, you can battle them everytime they appear. When I played a chaotic evil cleric of talos, it seemed the appropriate thing to do, to turn the public streets of athkatla into a shooting gallery. If you have a few fireballs and monster summoning spells memorized, it shouldn't be too hard. Send your summoned monsters in with your tank (load your tank up with fire resistance thru items and spells), when they start tangling with the guards, start shooting fireballs in the general direction. Your tank will usually die. But you can take care of the guards. That will leave the cowled enforcers to deal with. Rush them with everybody, and use secret word or pierce magic, or some such spell to remove their protections. If you are evil, this is a good way to gather experience while in town. Additionally, you can sell all of the full plate that the guards are wearing. Revenue from amnish full plate will provide plenty of money to maintain reputation at churches.

Also, if you ever walked into a house and merely OPENED a locker or table or whatever, and the local residents spotted you, they will call the guards. If you stay in the house theyre will be trouble. Otherwise, run and they wont find you and youre still OK.
And isnt that logical for logix sake? I'd beat the one walking into my house and taking my stuff. All you hypocrites talking about being GOOD characters, and all the while stealing like ravens, hehehe, ..... like ME!
