I am doing the imperial quest in Bloodmoon where you have to find out who is giving everyone low morale. I can't find them, are they even in the fort? please help.

They won't speak to me, they just say that they'd like a drink and i have no access to the speech menu, only Goodbye.

its because your character is ugly. Completely unattractive to your average male imperial guard... heh, joking. Would help you out, but im not at solstheim yet.

Buy them a drink, then if you don't get more ideas, do some exploring in the buildings and see if you get any clues that way (in other words, we won't give you a spoiler unless you REALLY want it).

If you can't be bothered to go back to the mainland for booze - there is a locked storeroom with some flin etc on shelves in the fort. I think it was opposite the captain but I'm not sure.....bad memory from too much sujamma, hic!
Hi- I went back. The storeroom is opposite Carnius Magius' room in the Imperial Cult building. The guard in there doesn't seem to mind you nicking the booze and then offering it to him, so it's a mystery why the idiot didn't take some himself!
