Killing people will ALWAYS bring your reputation down -- unless it's already 1! But having a low reputation is reasonable for a chaotic evil character...

But when you are evil, that's the good thing!
When you're good, you are best with high rep, right? But when you are evil, you are best with low rep!

Thanks for the replies so the rep doesnt really mean anything but it says in the manual that i will be attacked by the wizards and knights all the time is this true

Incorrect.
The wizards will come only if you cast alot of spells in Athkatla without license, and the paladins...
Well, I dont know exactly about them, they will dislike you, ofcourse, but I hardly doubt that they will attack you...

Hello and welcome, Meanal!

Yes, some guards and a few wizards will eventually come after you. But to get them to come after you, you'll need a reputation below 4. You don't need to kill too many people, but when you're super-powerful (near the end of the game) you won't have much to fear from the Amnish Centurions who will hunt you down.

Why do you want to kill normal people, anyway? (Not that there are no good reasons, just that it's not required of you.)

That a chaotic evil character's amusment is killing innocent by-standers is not correct.Chaotic evil characters are evil-NOT stupid.If it suits him sure he will bucther anyone who impeds his progress but eradicating acity just for the fun of it NO!Unless of course he has serious insanity traits!
