The only thing I can think of is the Mercykiller ring. It gives a thief 20% to set traps , hide in shadows and move silently. You can get it from the bonus merchant in the Adventurers Mart.

There are also gloves of pickpocket (+20%) somewhere in the small rooms (the most rigth one if I remember) in the copper coronet, someone is standing is that room in front of the cabinet where it is in! |

AH! but whats that, helps pickpockets, it doesn't help trap setting. There is are boots of stealth, cloaks of elvenkinda, rings of trap detection, gloves of pockpocketing, and a few others. I believe only the Ring from the new merchants is the only ingame item you can wear that raises your trap setting ability.
