i know he is supposed to be in the bridge district but i still cant find him and i have earched everywhere. someone please help me

Right at the entrance of the Bridge District, follow the wall toward the bottom of the map. You can't miss them, a group of about 6 fallen Paladin's getting ready to duke it out with 8 or 9 smugglers.

The passageway is REALLY narrow, that's why its hard to find.
