What time exactly do I have to go pick up the ransom for lady Elgea? I came at midnight, at 10 p.m. and 3 a.m. but the guy wasn't there. I have patch installed (though I don't have Baldurdash) 'cause I thought it might've been some kind of a bug.

Did you bring the note (and read it?), If memory serves wel he should be there after nightfall infront of the CC (just west of it actually)

Yes, I read the note and I have it with me. I was there (as said before) at midnight and I searched all around the CC, but he wasn't there.

Rather strange, you did not wait several days until you visited the Slums-->CC-->Welther?
It could be time based, though I doubt that. Other note, I urge you to install the Baldurash fixpack, I don't now why you didn't but its a standard here (Baldurash could fix this problem, not sure)
