Were is the freakin' staff..

I am in the tunnels under the copper coronet and have spoken to Quallo (spelling) and have the hand, the ring and the blood, but where is the staff. I have killed every wizard I can find but no staff that appears to solve the quest. Please Help. (Actually a subtle hint would be preferred)

Hmm. A more subtle hint would have been the riddle scratched on the pipe, it seemed simple enough to me. But do Kobolds really have scales? ("Head of a dog, skin of a lizard, to find the staff, kill the wizard")
