Enchantment Points question

Is the golden saint the only soul to allow constant effect?

I tried some experimenting
25 points of shield constant
= 390 something enchantment points (out of the 400 the GS soul allows)and cost well over 100,000 septims

something like absorb or reflect at constant effect starts at 50 enchantment points for 0%.
A golden saint in an azure star can only give a couple of % points.

Theres nothing "cool" that you can get through enchanting unless you cheat!

Ascended Sleepers as well. Since you only meet them late in the game or if your insanely high leveled they probably have more Enchantment points than Saints.

How to find thoose large soulstones to catch the big buggers in??

I have made a nice ebony broadsword with soul catching but I only have the small soulstones.. :S
