Depending on whether there's a Lord of the Town and a Mayor also, or a Night Watch and Day Watch, or a Gate Guard and a City Watch, there's plenty of scope for two Officers, I guess.

If you wanna be mayor, you'll have to run. I start out as mayor, and if you think there is a better candidate, I'm booted out and I give you all the info you need to run Waterdale and you become in charge.

About the little dispute, there can be more than just 1 Guard Captain. Waterdale starts out with 5 guards. Every 5 guards has a commander (Guard Captain) and as we grow, we get more guards. So its not like you think. Oh, and check the job list, there is now a better description on our guards and military.
