Explore the cd and find the Uninstaller. double click it to see if it does the job. If it doesnt you can copy and paste all the files off the cd into the proper folder. try to uninstall it again.
Sometimes reinstalling will help getting an unistall done. Depending on what OS you run there may be easier tricks to it. If all else fails, get Norton Utilities. Manually delete everything in the folder to your recycle bin. Once thats done, Open Norton Utilities and run Windoctor. Run the scan. One the scan is finished click Repair. At this point you MUST select the "Delete the invalid registry entry" and make sure you tick the box that says "Use this type of repair for the rest of the repairs in this category" or something to that effect. Its to the bottom left of the repair options. Very hard to miss. If you fail to tick that little box youll have to repeat the repairs manually for all the rest of that type (until you find the box and put a check in it.) Easy cheesey

Maybe the problem is with InstallShield not removing the install info after performing uninstall. It happened to me once or twice - every time I tried to install a game that I had previously removed, the InstallShield tried to uninstall instead of installing.
If that's the case, just open your program files directory, and enter the "InstallShield Installation Information" folder. (It's hidden, you need to display hidden files). Inside there are a number of folders with long names, which contain uninstall/install info. Open the first, then open (with notepad) the setup.ini file you find within. In the Appname= line you will find the owner application. Try all the folders until you find Civilization III or something like that. Then delete (or just rename if you want to be sure) the folder. Installation will now progress as usual. DON'T touch the other folders!
