Regarding Helms-Burton being passed in an election year: I think that matters very little in this instance, Donut. The only votes Clinton would gain from any political good will created by this act would be from Cuban Americans. Other groups/people would generally not see this issue as significant enough to change their vote.

And Cuban Americans always, always, always vote Republican. We can thank JFK for that.

So, I don't think that this would have affected whether or not Clinton or anyone else would have passed the act.

Yes - I seem to remember that Florida can sometimes be somewhat important in deciding who is going to be the most powerful man in the world.
