i know these pop up randomly, but does anyone know for sure where one is.....

What you're looking for are either Daedric Tanto, Daedric Wakisashi, or Daedric Dagger - all of which use the short-blade skills. Best way to get these are to go to Daedric Shrines and loot the altars which provokes Dramoras to be summoned. These typically carry long or short blades. The other place you can look are for members of the charter Morag Tong guilds...these ladies and gents prefer short blades. Sometimes they have them laying around guild halls in open places - Vampires tend to carry them as well.

If you are going to go kill members of my beloved Morag Tong then go for the grand master. He has a daedric dagger that causes blindness and drains health. It is also enchanted with a HUGE 2500 charge!!

If you find and open up a lost ebony mine S. of Balmora (SE of the 6th House base), you can get one of the Hlaalu councilors to give you a deadric (fill in the blank). He's in the Haunted House in one of the Vivec Cantons. St Olms.
