Yep, at www.elderscrolls.com
I patched and did not affect my saves. Note that after patching and loading a save, a warning message will mention that the master file has been changed. Just say yes and everything is cool.

Look here for the full list. That mouse not clicking thing especially was starting to bug me, I'm glad they fixed that.
