I have paid for a licence and rested once even but for some reson i can not cast spells yet I NEED HELP (as always without cheats or customizers)

u sure uve added spells to your memmorise list?? maybe thats youre problam

I don't understand your problem. You buy a license from the Cowled Wizards in order to be able to legally cast magic within the city of Athkatla. Resting only allows you to meorize spells that you have selected. Make sure that you have spells placed in the spell slots (the squares on the left-hand side of your mage book.) When you click on a spell on the right-hand side, a translucent spell symbol will appear in the box meaning that you haven't memorized it. When you rest, your mage will memorize the spell and you'll be able to use it. Hope this helps.

well what i di was go to the guvournment building and then baught the licence (i have not caste any mage spells at all up to this point). Then i continue on my "destroy the eyless cult" but when i enter the sewers and begin a bttle to cast a simple spell (just for fun) i find that all of my spells are still blanked out. could this be a bug??

Is your mage wearing armour?

If so then you cannot cast magic. You will need to give you mage a robe or bracers AC bonu.
