Two bits of useless trivia: DLTCEP
Mouse over (in most browsers I know of) to see what it stands for.

You can also use Near Infinity to create items. Actually, I don't know if you can create anything with NI, per se. But you can copy an existing item, rename the file, and then edit this newly named item however you want.
This is what you should do anyway, regardless of which editor you use. Reason being that this way, it will work. Creating an item from scratch isn't a perfect art.
Although you should not generally put the text in with these editors, else you won't be able to put it in another game (for example, by distributing it as a mod, or by reinstalling the game with a different set of mods) or your text will be messed up. Which is why we have WeiDUM.

Narsil was reforged FOR Aragorn (The Sillmarillion Glossary), hence you could argue that the restriction came with the reforging, the original Narsil would have been able to be used by Dwarves. The sword was written "with many runes" (LOTR Book III, The Ring goes South, Chapter III,The Ring goes South) by Elrond's elven-smiths.

Also, a class/race restriction is necessary, otherwise a good half-orc could weild it, which wuld not be in the spirit of the sword. It should also be more than a +3 enchantement, it is on of the best weapons in the world, it should at least equal the equalizer in power. It would be really good if you had to collect the shards and take it to Cromwell to be made, this would justify the extra enchantment. They could be gaurded variously by demons (balrogs), dragons and other powerful creatures standing in for servants of the enemy.

Well, if you make it paladins and rangers only, that will cover both race and alignment restrictions.

Ixnay on the Balrogs and I'll support it. Only one Balrog survived the sundering after the First Age, and Gandalf killed it.

Note: Anduril didn't make aragorn immune to undead, it just stopped the sword from striking. Hence it would be Ghost-touched.

True. Well, as for user restrictions on its current form, this is what Aragorn has to say in Book 3, Chapter 6, "The King of the Golden Hall": "...I command you not to touch it, nor to permit any other to lay hand on it. In this Elvish sheath dwells the Blade that was Broken and has been made again. Telchar wrought it in the deeps of time. Death shall come to any man that draws Elendil's sword save Elendil's heir."
Now, whether this death would come from the sword itself or from Aragorn kicking the ass of whoever insulted his house, is not mentioned. It's probably the latter, due to the low profile of magic in LotR, but I can't think of a single instance where Narsil was touched by anyone save Elendil's next of kin.

Riftmaker, can you be sure that there was only one Balrog left? After all, if there was another one still buried somewhere, there's at least one Maia left in Middle-Earth (Bombadil) to balance it out.

In the Silmarillion it is said that many balrogs were buried in the deeps, when the world was changed after Morgoth was defeated. One of these balrogs was unearthed by the dwarves and became Durin's Bane. Gandalf then defeated it.

And AFAIK it was never said what Bombadil was or how he got to Middle Earth. All that is said about him is that he is older than the ring and thus it has no effect on him.

There are a lot of theories about Bombadil, but one thing that is sure that he is older and outside of the types of the maiar or the type of manwe(something with an a). Anyway, Bombadil has said it: he will not interfere in the rest of the world outside his forest, but he did say something like he will dissappear if the world around him is corrupted.

And I believe somewhere there is stated that the Balrog from LOTR is the last one.

Bombadil is probably a maiar, a lesser angel somwhat like Gandalf and Sauron.
