Now why would a hacker openly admit they are a hacker? and then prove how stupid they are making them vulnerable to other hackers in the chat room?

He doesn't make him vulnerable It's his own fault. He uses the program on himself, anyone who worked with networks a bit knows that the address the guy gives is your own machine.
