PS1 Game: Shadow Tower
I've been playing it the past couple weeks. One particular creature has made it a point of not appearing for me. I think it was the Damned Angel, or something like that. All the guides I've read say they're supposed to appear where you fight the Ebony Knight in Fire World, but I've never seen one. I've also never gotten that area to 100%. It also appears to be technically impossible to get 100% of the 265 items in the game without an insane degree of luck.
Anyway, back to the point. Is there some way to make sure I encounter them, or is it all patience and random chance?

Time, patience and chance are apparently the answer. Finally encountered one, it was the last creature in the area. Also encountered the Hatchlin creature in the Water World area for the first time.
