I think warmachine mean level 9 spell Black Blade of Disaster.
If you come to Underdark, walk east and a little south to find a group of Duergar. One of them sell high level spells.

i dont know about the black blade... but to get Disaster you have to get all your party in a very small room, get your mage(s) to cast lightning bolt from those (6x) wands, one on each party member... cloack of spell reflection helps...
