You don't need them [img]smile.gif[/img] You have notepad already don't you? It's not hard to write HTML/CSS/JS so why not learn a bit and produce better code.

When you know how HTML works a bit start with CSS cause it'll make your HTML writing a lot easier. For example you'll only have to declare font colors once for your complete site, or all links etc.

Free tools? ConTEXT is good, Vim is excellent (although the GUI version looks a little wierd), and some people might even tell you to Google for GNU EMACS (which is Generally Not Used Except among Middle Aged Computer Scientists). All of these have XHTML syntax highlighting, and Vim atleast has CSS highlighting. LIke Phillip says, ignore any 'complete authoring tools' like Dreamweaver and Frontpage.
Also, I recommend you become very familiar with the XHTML and CSS validators. They will help you to write valid code, which will work well in all standards compliant browsers (which, as it stands, is basically everything but IE...). You may also want to learn some of IE's quirks in terms of standards compliance, so you can bring yourself into one of the three major groups of standards compliant coders: those who ignore IE and its problems, those who spend an extra few days on each of their pages to get it working properly in IE, and those who do one of these while making noise about how annoying IE is in this regard.
