I'm really curious about this, but I need more information on it. Here in the states, there is a program where people with at least 25% of indian blood get college funding among other things from the goverment. As far as I know, everything for college is covered by this, but I'm wondering if anyone knows if the funding covers you if you attend school in another country but remain an American citizen.

I'm fairly sure it doesn't, because the reason behind funding those of Indian blood is to do with affirmative action, which is a concept that doesn't exist in other countries. When attending university abroad, you lose that advantage. The US is the only country I know that favours certain races/skin colours when it comes to getting into college.
