I've been wondering for a while what the Thief Skill "move silently" does. what i mean is, in this game, you only need "hide in shadows" to be unnoticed, you cant just like sneak up on someone whos not facing you even if you have a high move silently can you?

Move silently and hide in shadows are both used in the stealth mode. Some time ago this came up and apparently the average of MS and HiS is used to calculate your stealth rating.

The higher your "Move Silently" is, the less likely that a mage will "hear" you and cast True Sight when you're trying to sneak up on them. Of course, if you have the Cloak of Non-Detection, this is a moot point.

not if you have ToB. in ToB, True Sight dispels the supposedly non-dispellable CoND Non-Detection, and reveals you. However, i have (through significant item editing) rectified that mistake. Unless you are an editor-type, you're out of luck.

EDIT: Move silently also helps you take stuff out of containers in shops. With a high enough MS, you can steal stuff out of containers without that "Someone has noticed you! The guards are being called!" message.
