has anyone gotten the skin of the human (in the bridge district) and gotten the blood of a white dragon? i was just wondering what happens.

When you have the two 'parts', you can get a pretty cool armour. It's not so good, and an only be weared by Evil people, but if you are evil, it's quite funny to know that you are going around with a human-skin-made armour on!

If you have done the Reijack Hidesman quest and gotten the note and human flesh that was in his house then you should find a merchant in Immensvale, who after solving a small puzzle (the note will explain it) will tell you in order to finish the armour he need the blood of a silver dragon. The silver dragon blood can be found in the underdark by killing Adalon. However if you are not evil, I wouldn't bother with this, it's not worth the hassle.

i beat that skinner quest along time ago, got the note, and the skin but i havent gotten to underdark yet >.<, i couldnt solve that riddle though on the paper. o well, im chaotic neutral so i cant use anyway.
