Are you referring to the 2 islands between Brynnlaw and the coast? They're just there for show, you can't get there.

Well, it's not really the "entrance" to the Underwater City, as there's really only one way to get in, and you just took it.
Hint: Don't leave anything behind that you might want to have later.
