Who is the most annoying NPC ever? I'd have to say the Mission Vao/Zaalbar combo. They can't fight, there dialogue is annoying, and I wished to God that I would be able to kill them whenever they started their dialogues.

Several came into my mind:
"Mud" from Gothic 1 : He is there for a purpose--to annoy players. "Knight" from Wing Commander 1: Always get himself into trouble and he is such a lousy wingman, always get into my way when I am trying to make a kill. There are more, but these two are the ones I remember so far...

Well I would say Mud... but like you say, hes there just to annoy you. Hes hilarious actually. Hes be more like " the best annoying npc"
