Is there any program that allows to modify characters? Like shadowkeeper or something? Thanks in advance.

In both games, character stat modding can be done directly through the console. I'm also sure that there are player made mods that simplify the process for both games also. Unfortunately i'm not familiar with either method personally so i'm not really much help. :shrugs: TESsource would be a good place to look for instructions in either case.

It depends. If you want something completely new, not implemented in the game, then you'll get serious problems. If you want a custom class with predefined starting stats and skills, and (perhaps) with a script controlling the class, then you can create a mod using TES editor. You'll be able to select your class during character generation.
