Where do I find the spell Fortify Attribute? I would like to enchant items with the strength attribute. I though this was a restoration spell and went to Anvil but no one there had the spell.

The guys in the praxographical centre in the arcane university sell fortify speed and I think agility spells. If Oblivion is like Morrowind then if you have any fortify attribute spell you can make any other one.
