I was given a quest from the Champion of Moonmoth Fortress to kill some people in Balmora. So called bad people. When I do it my crime is reported and i am caught before i can report back to the fortress. How can I do this quest without becoming a criminal?

And I also wonder how to get that book from the member of the thieves guild in balmora...

1. Bad people. It's almost impossible because you will be forced to fight the rest of bad people at once in the end. Some of them can report your crime. What to do:
a) Create a teleport mark (the Mark spell) inside Fort Moonmoth at the questgiver.
b) Kill bad people as quick as possible.
c) Teleport away to Fort Moonmoth.
d) Speak with the questgiver and mention the bounty on your head. The questgiver will clear it so that you can enter Balmora again safely.

2. The book.
(a) If you are a member of the Thieves Guild then you are out of luck. Sottilde will not give you the book and you will be left with a decision between being expelled from the Thieves Guild (because of killing Sottilde) and failing the quest (because you aren't able to get the book). See (c).
(b) If you aren't a member of the Thieves Guild then bribe Sottilde to about 70. She will give you the book then.
(c) If you are a member of both the Thieves Guild and the Warriors Guild but you haven't got the Code Book quest so far then you can skip the quest the following way:
- Stop doing quests in the Warriors Guild before getting the Code Book quest, that means, after the Telvanni Spies at the Caldera Mines quest.
- Continue doing the Thieves Guild quests until you reach "gentleman Jim Stacey" in Vivec. He has a quest for you: bribe bosses of Warriors Guild so that the guild will cooperate with the Thieves Guild. One of the bosses to bribe is Fire Eye. After bribing Fire Eye, you can continue the Warriors Guild quests - Fire Eye will skip the Code Book quest and behave as if the quest had already been completed.

Bloodbath: (choose one)

1. Provoke them into fighting. If any of them attack you first, you are "defending" yourself, which in Morrowind is not a crime.

2. Set a "Recall" spell at the location near the champion. As soon as you have done killing the guys, cast the spell and you will be instantly teleported to him. Speak to him and you will be rewarded and all charges dropped.

Code Book:

1. For non-Thieves Guild members: Raise her disposition to about 80% and/or pay her for the book.

2. For Thieves Guild members: You will have to steal (pickpocket) from her. You will loose some disposition with the thieves guild. Just do a couple more thieves guild quests and you should not have any problem gaining rank(s).

You can also taunt Sottilde until she attacks you and then you won't get into trouble for killing her, if you're in the guild. Although then you have to deal with your conscience

1. Stay far away from any of them, then press sneak and shoot with your markmaship tool from far away. It won't be a crime.
