HI everyone My brother is a downright cheater! So he decided to kill the duke of ebonheart (his name is duke ???? ????) and he got a note sayong i hereby give permission for bla blah blah to build a town an stronghold of blablabla sq feet. And i weas wondering canyou really build a town and if so how???

it's a stronghold actually. first you need to join one of the 3 great house ( telvanni,hlaalu,redoran ). upon a certain rank in the house of your choice you'll get the quest to build your own stronghold.
