Go to the Dock district and enter the building left of mae'var's guildhall (marked on map). Now simply go to the cellar of that building and you'll find your answer.

Its not easy at low levels though. I dont recommend that you try it before you do some of the main quest.

It's a small but very rewarding quest, and it's more of a puzzle than a fight. If you solve the tactical problem, you ought to come out of it unscathed. You'll need some specific items and spells, but they're all available early.
