Hi. I'm doing the Fighter's guild quest in Vivec and the orc wants me to kill Adraria in Seyda Neen Census office. First, I couldn't find her and second, I want him to know I refuse. I can't trigger this topic. Where is she...maybe if I talk to her and don't kill her, I can piss the orc off.

you can refuse this quest, talk to the man at fighter guild in ald ruhn.

If you change your mind and do want to kill her, she's on the second floor of the locked building opposite the census office. Otherwise talk to Percius Mercius in Ald Ruhn for less evil quests.

Both the Orc and the Nord are evil. Do the Ald Ruhn's fighters guild's quests and you will be surprised of the outcome; especially if you want to rise high in the Thieves Guild.

I did talk to the guy in Ald Ruhn and he did suggest I refuse this quest. No conversation topic appeared though to "refuse quest". Is there something you can say or do you just not do the quest?

After you speak with Percius in Ald-Ruhn about the Orc's questionable quest, just do not do that quest. See if Percius has any for you (assuming you are Guardian(?) level or better in Fighters Guild) or go see Hrundi in Sadrith Mora Fighters guild. When you have finished their quests and Fire-Eye's advanced quests, check back with Percius and he will have new orders that make the Orc's orders OBE.
