Does anyone know where Hla Oad is? I need to get there for a quest, but i have not been able to find it
 I have spent hours looking and still can't find it. Would appreciate any help

South west of Balmora. Do you know where the Odai Plateau is? Just west of it, real close. Can always try the map that came with the game when in doubt, it's extremely accurate and thus extremely helpful.

if you have been to balmora it will also be on your ingame map. just open your inventory, then left-click/drag the map around. holding the mouse over a "square" will show the name of the place.

You can also take a stilt rider to Vivec - Foreign Quarter and from there a small skiff boat to either Ebonhart or Hla Oad directly. I can't remember atm if you have to take it to Ebonhart first and switch boats to get to Hla Oad, or if you can directly go from the skiff in Foreign Quarter right to Hla Oad. That little boat can also take you to a few other spots difficult to travel to/find over land.
