experiance bug?

i exported a 17th level mage from one of my games and started a new one with it. i cant seem to gain experiance with it! is this a bug or is it supposed to be this way?

My guess is that you've reached the BG II cap of 2950000 xp points. If you want to go higher, simply install ToB or download an experience point cap remover at www.socerers.net

As Arledrian said, you've reached the XP-cap limit.
To fix this, you must download a XP-cap remover. You'll find one here.
Download a file there, and put it in your override-folder.

Thats the strange thing! he still has level 9 spells to be able to use!

Throne of Bhaal has a raised cap of 8,000,000xp so you can get 9th (and even 10th) level spells!
