Harm Spell

I am trying to cast the harm spell on a non hostile, (dragon), first I cast magic resistance on him. Then, I select and highlight the fist then select spell and pick the harm spell, but when I try to cast it, the talk icon appears instead of the cast icon.
Basically I am just wondering what I am doing wrong here. Any help would be appreciated.

I think you cast it first without directing it anywhere, then when it's cast, you use it on someone, like a special item, which they can then pass or fail a save on. I might be wrong, though, I only used this once ages ago.

Harm is not casted on a target. When you cast Harm, take a look at your weapon slot.

and make sure the fist is highlighted in green and orange if you're going to attack a non-hostile (like click it twice)
