i am a half orc barbarian but on my stats i can have 19 strength but there is also a 18/** stat which one is better

19 is better.
When you see eg 18/76, it meens the same as 18.76.

I hate to say this Sir Exonn but that is not entirely true... the numbers are percentage points and therefore 18.00 is better than 18.76 since the .00 is equivalent to 100 %

According to 2nd Edition Rules:
Strength Hit Prob. Damage Weight Bend Bars
18 +1 +2 110 16%
18/01-50 +1 +3 135 20%
18/51-75 +2 +3 160 25%
18/76-90 +2 +4 185 30%
18/91-99 +2 +5 235 35%
18/00 +3 +6 335 40%
19 +3 +7 485 50%

In summary: 19 > 18/00 > 18/xx > 18.

The /xx is removed in 3rd edition rules.
