Can a mage ever learn these at all?
I also have the Exp. cap remover and I still can't learn those spells, only cast the scrolls |

It all depends on your intelligence and level. I think you need an 18 INT in order to memorize/scribe 9th level spells. If you are beyond this, then it's possible it's your level. I don't have the rule book with me, but I do know that it's pretty high. If you are showing at least one castable 9th level spell in your spell book though, then you should be beyond this level. If that is the case, more than likely it is your intelligence. You will need to get a potion of Genius or something else that can raise your intelligence where you can scribe the scroll.
