Can u continue playing the game and roaming around when you beat it like in fallout2? or no...?

no, the game ends after you beat it.

I think Secretmaster mentioned a bug where you could continue but then the game never ends.

Yup, Tinkerer is right. I found a little loophole in the game and I'm still playing this neverending game. When you kill the Dark Savant, and everyone starts saying their end speeches, you should have enought time to run out of the cosmic circle, cuz they let you walk around when your guys talk (This will most likely work if you have a party of 6). Then once you leave the cosmic circle, you won't be able to click, only walk around. I thought I was screwed, but thanx to some resting and getting into a fight, that prob is fixed. PM me if you need more info.
