Bela says something about disarming the bomb in savant's tower in arnika,
i went to the tower and can't get in. how do i disarm the bomb? |

This is accomplished after you reach the Rapax Castle. There is a portal you can take from the castle to the tower and then exit into Arnika. There is no way into the tower other than that - and be sure that you go in ready to fight.
