Charm has no effect on pickpocketing chances.

Have you ever pickpocket'd & been caught? Some npc's when they catch you pp'ing will go to a neutral stance. (some will go hostile).

For those that go neutral they wont sell/buy/talk with you until you either give them money or an item, sometimes threatening them works, sometimes being friendly will get them talkign again. There's also the option of "magic" which is what charm is for.

Charm is also good for building up your "mental, divinity, psionic magic realms" also.

I had thought that charm did help -- but was never sure.

If you do the charm after being caught, is everything back to normal as if you had not been caught -- or does the NPC keep a grudge and/or memory?

It seemed to me that the "friendly" and "threaten" buttons could be used only once (i.e. then became greyed out). Do you know if that is really true?

Once you break off conversation, you lose charm and the NPC returns back to Neutral. Of course, you can try again after some time period.

I don't know why you would keep them as neutral. If you made a mistake of pickpocketing, or did something wrong, reload from a previous save.
