Say you get the eagle eye bow but don't have sences at 100 yet. Does your ranger actually get an eagle eye skill of 15 until it can be added to later on?

AFAIK, yes. It's the same as with the poseur's cap. It adds a lock & trap skill to classes that normally don't get it.

Yes, they do get the skills, but the skills are "closed", meaning that you cannot advance through use, or add points at level up. You must reach the natural way first (100 senses, etc.)
I've also noted that items that raise attributes, for example a +10 strength sword that will carry your attribute up past 100, does NOT give you the expert skill. There too, you have to reach it through levelling. judee |
