bloody stupid T-rang teleporter? I can't seem to find it. I have got the letter to the Mook but haven't given it to them yet.

If you are referring to the teleporter inside the T'Rang base, you have to explore the other areas of Marten's Bluff in order to find it.
There are various portions of Marten's Bluff, and Lower Marten's Bluff that are accessible only after you do certain things or collect certain items. As I'm not sure how much of Marten's Bluff/Lower Marten's Bluff you've explored and how detailed of an answer(spoil)you want, I'll leave it at that for now. Have you found your way into the upper towers of the fort yet?
