-each participant can be in control of a neighborhood or thier own small town
-maybe the city could be laid out in quadrants, each person could be
assigned an area to do whatever in. or someone would keep a list of who is working in what area and would tell the person what areas are opened to be worked in
-each person could be in charge of a guild or temple
-somebody could do a shell, and each person could do thier own building
interiors (each building could have a number and each person could take
specific buildings)

we would need a place, either at yahoogroups or perhaps here, where we could post uploads and a readme file for anyone interested in participating.

we could work with a city, the countryside or a whole nation.
