So what's the deal with Lahl?

For some reason, this commoner named Lahl keeps appearing around me in Nashkell and the Carnival. The first time I ran across him was when I *cough* accidently entered his farm in the South West Nashkell area, where he told me to leave his house at once. Then, when I just-as-accidently (

) entered his neighbours' house, there Lahl was, again; and again telling me to leave his house. At the Carnival, I stumbled into him in several places; he'd walk out from my view at the East, only to miraculously reappear when I walk over a bit to the West part on the map. And I can recall from one of my earlier runs through the game that I encountered him at other places in the game as well (the Ankheg-infected farms farther to the North IIRC - not sure, it's been a while); not the first time his continuous omnipresence struck me as a bit odd. Either he's mastered teleportation and is trying to build a reputation as a stalker, or it's just a weird bug. Or is there more to Lahl than meets the eye?
