when i wan't to turn my ranger into a paliden i cant find that shrine and pray those weird words. is it in the area b4 ishad n'a?

Yes. Go to the old mill then continue to the burned out house with Harepsia. Do not swim, follow the way on the ground. You will find a statue, which will identify itself as Altar of Serran. Go to the statue, select "talk" and tell it the "password". Wait until the statue finishes its blessing and then enter to the temple.
Note: There is only one statue on your way to the burned out house. You cannot nake a mistake.

There is also another altar past Brimloch Roon, if you've gotten that far. Everything that Radek said applies to that one as well.
