How (where/who) to obtain "2nd weapon"

I've already checked the tables in BEST TIPS but found nothing.

Someone else will be able to help you out better on that one but if I remember correctly, you can get it at the last quests of the Ishad N'Ha Dojo and Fighters guild. Keep in mind that my memory might be falling me

You get it at the Warriors' Guild, at lvl 4, after the Ghost of Gliebott quest if you've done all the Valeia quests.

I seem to remember you first take the Double Strike trait, then you work on the Second Weapon characteristic to increase skill with the second weapon. Just like you have to take Ancient Lore trait so that you can increase the Artifacts characteristic to identify your stuff.

When you're able to start Blessing your weapons, especially with Hit (Artifact of Spirit) and Damage (Artifact of Pain, I think), with Double Strike and a good Second Weapon skill, your fighter will become a dual-weapon-wielding LEGEND!
