Simple enough, the Wizard's and Priest's guilds teach it to level three or four members (can't remember wich) or you can have someone transcend to Warlock and gain the trait that let's them learn it (must also be equal guild level though )

I think it's 3rd Guild level. You need to get the Arcane Lore trait first, then you can train in the Identify skill afterwards.
