cannot scribe 9th level Mage spell

I did a thorough search and didn't find an answer for my question.
I have IWD, HoW, & ToTLM installed.
I have 2 mages and the one that has 18 intelligence has two 9th level spells scribed in his book
My 2nd mage has 17 intelligence and cannot scribe these 9th level spells.
Both mages are at level 14.
Is it because the 2nd mage only has 17 intelligence the reason he cannot scribe these spells? Will a tempory stat raiser, (potion) enable him to scribe these?

You need 18 INT to scribe level 9 spells. The data table is at the back of the manual.

Potions will help.

Even with 18 int, I still use potions to increase my mages intelligence higher so I have a much higher success of succeeding without having to reload. A simple genius potion will let you scribe that spell in no time.

Thank you for your answers. I did use a potion, but had to import it from another char in Kuldahar. There isn't much variety of potions in HoW, (at least the ones you can buy).
