I saved Viconia as a what-if, and found that my rep didn't go down from 20, even though the Flaming Fist was killed. (My party was full and almost all good, so I didn't let her join and she stalked away.)

that's probably because there were no witnesses (except viconia, and your party, and the poor flaming fist mercenary himself...) otherwise viconia would have been DAMN expensive!

Perhaps because he was serving as the "Judge, jury, & excecutioner," instead of dragging her to town for the due process of law. There's no penalty for whacking the Fister south of Beregost, either, who tries to do the same thing.
