i have heard a lot about this Jarlaxle person is there any way to get him in either bg2 or tob

You can find more about Jarlaxle if you do some rope-buying in Ust Natha.

AFAIK, there is no Jarlaxle mod. However, FR recently released a novel about Jarlaxle and bad-boy Artemis, so that might be why you're hearing about him so much.

And Jarlaxle also makes an entry in the second book of the Dark Elf Trilogy by R.A. Salvatore. The title of that book is "Exile"

you can actually CLUA Artemis into BG2, and I'm pretty sure you can CLUA him into ToB also. He is a level 14 or so thief, and he is supposed to be a thief/fighter. So although the loss of fighter levels are pretty bad, he still has excellent thieving skills.

Acording to this page, Regis has exacly the same stats as Bruenor. Somehow I find it rather hard to believe that he is a 13th level fighter
